Coastal zone conflict management - english abstract

The first report in the series “Om kystsoneplanlegging” (Coastal zone planning) was prepared as a background paper for a seminar on coastal zone planning held at Hankø in November-December 1983. There were several contributors to this report.


Hans Sevatdal is writing about the basic concepts involved in the coastal zone. John M Raaheim is writing about the links to the County Plan (fylkesplan), while Erik Langdalen is discussing the coastal zone in the Commune Master Plan and District plans (kommuneplaner og “regionplaner”).

Joakim Lystad considers how the coastal sea area might be controlled by formal Detailed Zoning Plans (reguleringsplaner).
Einar Langset is looking into methods of land use classifications, while Erik Neergaard takes on users’and property owners` rights in the coastal zone.

Then John M Raaheim follows with a discussion of public control of natural resource utilization, covering elements of public harbors, sea transportation, fisheries and sea farming, offshore oil exploitation, the relationship between the Planning and Building Act and the Concession Act.

Kjell Baalsrud continues with other commercial interests in the coastal zone. Siir Elvestad is finally describing a model for classification of land use, properties, and land inventories.

At the time of the first publication the editor gave a warning about the degree of uncertainty concerning the legal status of ownership and control measures in the coastal zone. Many ministerial white papers were in preparation, including proposals for new acts and major act revisions, This report therefore has to be read with caution, even more so today 20 years later.
