Topic Nov. 5: Development in southern Sudan




The civil war that started in May 1983 was ended in 2005 with a "Comprehensive Peace Agreement" (the CPA). The parties agreed that the Sudan shall remain a unity (until final decision in a planned
referendum), but with "two systems" - Arab language & sharia laws in
the North, and English language and secular laws in the South. This
opened the southern Sudan for an influx of aid agencies, but so far
very few investors. The Government of Southern Sudan (GOSS) is building
a state administration almost from scratch and the universities of the
South that were run in Khartoum during the war are about to be moved
back to their home bases (Juba, Malakal and Wau). Noragric's NUCOOP
project links us to both Juba and Upper Nile (Malakal) University. For
Noragric this means that the southern Sudan is open for us with
opportunities and challenges. I shall review the historic background,
and discuss the current context and the situation of the universities
and the way Noragric staff could become involved.
